Rules and Regulations for Working at JSUT

1.1General Rules

(1)During the stay at JSUT, the foreign teachers should consciously abide by China's political and social policy, by Chinese laws and regulations, respect for the Chinese people's moral standards and customs, and non-interfere in China's internal affairs.
(2) The Chinese government pursues (fulfills) a free religion policy and JSUT respects for foreign teachers’ personal and national customs and religious beliefs; nevertheless, all the foreign teachers are forbidden to carry out religious missionary work in China and engage in activities incompatible with their position. Without the approval of the relevant departments of the China's government, the foreign teachers shall not set up an inter-schools or trans-regional organizations.

(3) The foreign teachers are allowed to celebrate their festivals and organized activities, etc. in ensuring compliance with rules and regulations under the premise of the school designated location, but the foreign teachers must be submit to obtain the approval of school beforehand. There must be no content of anti-China activities, religious propaganda, obscenity or attack of a third country. Once found, JSTU will immediately cease the activities and the organizers should shoulder the corresponding responsibility.
(4) It should be agreed with the consent of JSUT before posting printings such as notice, advertising, and distribution of publicity materials, which should be put up on display at the designated location. It is subject to approval of the government to issue or publish external publications
(5) The foreign teachers should consciously abide by the school management, and complete the task issued in accordance with school teaching plan, ensuring the quality of work, to meet the guidance, inspection and assessment of JSUT. During employment, without consent, all the foreign teachers should not do any other services unrelated.
(6) The foreign teachers have the duty to guarantee the normal school teaching work order and discipline, punctual for class and no early dismissal. Without school agreement, the foreign teachers are not allowed to transfer or cancel classes. Under the special condition that the foreign teachers are not available for giving classes on time, the foreign teachers should contact the co-teacher and ask leave in advance from the school in which he is teaching to avoid the interference with normal teaching.

(7)The foreign teachers should obtain the approval from IOCE in case of leaving school for a long time and get confirmed by school or departments in which they are teaching that their leave will not interfere with the normal teaching; when applying for the approval, the teachers should state clearly the time, place and reason of leave.
(8) The foreign teachers should pay attention to their behavior in class.The foreign teachers should not give any speech before Chinese students containing the content of being against, attacking or harming other countries or the feelings of the people of other countries. The reference materials (such as audio-video products, etc.) of the foreign teachers should be agreed in advance with the consent of the school.
(9) The foreign teachers should protect the equipment that the school provides, and pay attention to water saving, energy saving and fire prevention, and operate all the equipment according to the operation manual. Any economic losses caused by any human-induced incidents as a result of improper operation will be borne by the operator. Every foreign teacher should properly keep the key to the room and return to IOCE before they leave school. All the room items should be left at their places when foreign teachers leave school.
(10) The foreign teachers must go to the school hospital or designated hospital to receive public health services, but excluding expenses and the cost of treatment such as teeth care, prophylaxis, cosmetic, massage, glasses, hospital meals, taking nourishing medicine and chronic illness medicine. According to the medical diagnosis, if the foreign teachers ask for sick leave over 30 days and still can not resume normal work, according to the relevant state regulations, should terminate the contract, and return to home country to receive treatment. In the contract period, the foreign experts and foreign teachers should cover by themselves the expenses of the medical treatment in Taiwan, Hong Kong, Macao and abroad.
(11) The foreign teachers should abide by the regulations of Chinese government, to adjust the work for special holidays such as International Labor Day and National Day period; In case of adjusting work hours and working at weekend, the foreign teachers should not refuse to work.
(12) When there are visitors to pay visit and in need of accommodation, the foreign experts and foreign teachers should inform IOCE in advance to register.

(13)Without getting the permission from the university, the foreign teachers are not allowed to undertake elsewhere any work not related to the original job, for instance, doing part-time job, running business in and out of the university, etc.

(14)The foreign teachers should submit a written application to ICEO in advance for approval by the university before doing extra work irrelevant to the contracted responsibility outside the university. the foreign teachers should provide the university with the name and address of the potential employer, the name of the legal person of the employer, the duration of the employment, etc. Another contract shall be signed between the university and the potential employer, if the university approves of it.

(15) The foreign teachers should inform the ICEO for permission if they are invited by other parties outside the university to give language or academic lectures.

1.2Management Instruction

1.2.1 Arrival & Departure

1)Arrival

(1)Documents Required

The foreign teacher shall present all the materials for a teaching position in China after he or she arrives at the university and all the documents should be valid.

(2)Key

Each foreign expert/teacher will get one key from the International Cooperation & Exchange (ICEO) after the accommodation check-in. If the key is missing, the foreign teacher should inform the ICEO immediately.

(3)Employment Contract

the foreign teacher needs to sign the employment contract with the university as a support to the following procedures. The university will help to prepare the foreign expert certificate, the local residence permit and the campus library card.

2)Departure

(1) Before the foreign teacher’s final departure, he or she shall complete all his or her working obligations and send the required information to the co-teacher. His or her college or institute will sign a paper to certify that he or she has finished all the work before he or she leaves the university.

(2) As a rule, before the foreign teacher finally leaves the campus, he or she is required to return the campus library card to the university. According to his or her performance in teaching position, the ICEO shall sign a reference letter for the foreign teacher.

(3) Accommodation Check-out 

The foreign teacher shall keep his apartment clean and tidy before his final departure. The university will sign and retrieve the key since it is in order.

1.2.2 Living & Welfare

1) Accommodation

Apartment: Each foreign expert/teacher can have an independent apartment, including bedroom, living room and kitchen.

(1)For each apartment, the university provides air conditioner, refrigerator, washing machine, TV set, computer with Internet and printer, etc.

(2) The university will cover water supply, Internet and electricity.

(3) It is not allowed to keep pets wherever in campus or apartment .

(4)It is to be understood that the accommodation is only provided to the foreign experts/teachers. Their family members can pay short-term visits to foreign experts/teachers and have their limited stay on our campus.

(5) the foreign teacher should take care of the apartment. If he or she has to leave the apartment for a long period of time, he or she needs to cut off the electricity power to avoid a fire accident.

(6) The foreign teacher is supposed to live on campus. Off-campus accommodation is only allowed with the permission from the University. In this case, he is supposed to be responsible for his own security. The foreign teacher living out of campus should cover all the related cost by himself.

2)Daily Maintenance

Without getting the permission from the university, it is not allowed to move anything out of the apartment or lend to somebody else. For any possible problems of the apartment, the foreign teacher shall contact the ICEO for help. The university will make arrangement and cover the maintenance fee. However, the foreign teacher should pay the fee if he or she causes (is responsible for) the problem.

3)Vocation & Holidays

the foreign teacher enjoys the following Chinese traditional festivals/holidays: New Year Day, The Spring Festival, Labor Day, National Day and other festivals or vocations permitted as per the relevant Chinese laws and regulations. In addition, the foreign teacher may also enjoy Thanksgiving, Christmas and other holidays according to their nationality. The foreign teacher should responsible for himself/herself during summer and winter holidays and other festivals.

4)Transportation

For the activities organized by the University, the university will cover the arrangement and fee. For private transport use, the foreign teacher needs to pay himself or herself. In case of emergency, the foreign teacher could ask the university for private use of a car, he or she will pay the fee themselves.

The foreign expert/teacher who lives outside the campus shall go to work on time and be  responsible for his or her own safety in the transportation between the university and his or her residence in working days and during the days off.

5)Mail Delivery

The foreign teacher will be financially responsible for his or her private mail delivery. ICEO will inform the foreign teacher to fetch his or her letters or packages.

6)Travel expenses

(1)Each semester the university offers the foreign teacher a sum of RMB 1100 Yuan for travelling within China. the foreign teacher will be paid by the end of each semester.

(2) Flight ticket:

For one-year contract, the university will provide RMB 7,000/10,000 Yuan for the flight tickets.

7)Insurance

The university will cover insurances for each foreign expert/teacher. Further information refers to the insurance policy.

8)Free Chinese course

The University will give a free Chinese course to the foreign teachers.
